Worked on
procurement of project items while identifying long lead items and
incorporating in the schedule, estimating, planning, cost analysis,
procedural implementation and managed the first two significant projects for

submittal tracking and identifying the items with long lead times, I created

Field Supervisor
for the construction of several concurrent projects while performing all O
& M on tasks set into motion by the NATO (North Atlantic Treaty
Organization). Constructed three and performed O & M on six 500,000
gallon water storage tanks. Constructed 6 cell incinerators along with
storage facilities and conveyors. Performed O & M on three 3,000
gallon per hour ROWPU (Reverse Osmosis Water Purification systems throughout
Southern Afghanistan. SME on Safety sandards for all field staff. Performed
all of the quantity surveying tasks for ATCO in line with contract. Performed
several operational tasks on SAP and DynMro equipment requisitioning.
Estimating was done via excel and timberline. All tasks were on an
accelerated schedule, under harsh conditions and utilizing a multi-cultural
workforce. Work was performed 7 days a week at a minimum of 12 hours per day.
Performance period was granted based on successful completion of projects. Scheduling
staff, forecasting, Safety planning and tool box talks, material
acquisitioning along with mentoring performed daily. Surveyor for all
construction projects in Kandahar for ATCO projects.
· The only candidate from ATCO that was awarded medal of
excellence by Navy Seabee’s for going above & beyond expectations.
· Estimated and Managed the construction of (3) 500,000
gallon water tanks, with no previous historical production rates and
completed on time and within budget.
· Constructed incinerator plant, truck scale and conveyors
on 20 acre site plan.

Worked within Project Controls out of Kandahar (PMO), Sarkari Karez
and Wilson forward operating base’s (FOB’s) within Afghanistan. I was
responsible for 13 total FOB’s originally. Started in Kandahar and due to my
leadership and understanding of our mission and thorough understanding of the
FAR guidelines (Federal acquisition Requisition), I was chosen by upper
management to represent and cover the biggest AOR (Area of Responsibility) in
southern Afghanistan. I assisted the Site Manager in maintaining facilities
on a daily basis. Procurement Lead, Subject Matter Expert (SME) on all
Contracts & Subcontracts, O&M purchasing within my AOR. Contract was
for 7 days a week working a minimum 12 hours a day in war zone, while in
hazardous environmental conditions.
· Implemented a new method for collecting real time data on
workers in relation to their assigned location. This method was used
throughout all of Afghanistan due to 100% accountability both physically and
monetarily.
· Procurement Lead. Collected, approved, tracked daily,
forecasted and reported on all items and reported budgetary activity and
constraints, on 13 FOB’s with a total budgeted arena of $670 million.
· Presented detailed cost reports, written and verbal
narratives solutions, to the United States Government on a weekly
basis.
· Performed personnel forecasting (BOG) and tracked
progression and variance.
· Material requisitions (DynMro) approvals and rejections
for approximately 200 requisitioned materials a day for 20 FOB’s covering 2
of the major AOR’s and responsible for correct WBS code and scope creation,
monitoring and tracking of long lead items.
· Assisted in various areas, as needed, due to knowledge of
LOGCAP (Logistical Civil Augmentation Process), ANSI & DOE standards and
contract understanding.
· Daily involvement with the DCMA regarding estimating,
change orders, and all contractual obligations for the company.
· Participate in daily operational functions with Site
Managers, O&M Managers, Project Controls and Contract Managers.
· Trained and supervised co-workers in the understanding of
DoD, DoE, FAR, DFAR, and AR regulations. ANSI 748 and others that applied.

also verified the correctness in Contract WBS coding against submitted before
